The Plan
A Plan to Continue the Great Legacy of Hibbing Public Schools
On Tuesday, November 4, 2025, Hibbing Public Schools will present voters with a referendum to stabilize our budget, maintain excellence, and avoid deeper cuts in the years ahead. The referendum includes two ballot questions:
-
Question One
asks voters to consider a $1.3 million operating levy ($603 per student) to help fund day-to-day school needs, such as classroom supplies, program costs, staff salaries, and utilities.
-
Question Two
asks voters to consider a $1.3 million capital projects levy to help fund the district’s capital and technology needs, allowing the general fund to stay focused on students and learning.
Together, these investments would generate $2.6 million per year for 10 years to help our district protect class sizes, keep our dedicated teachers and staff, and ensure students have access to the classes, programs, and support they need.
If voters approve the referendum:
The operating levy would help fund:
Day-to-day costs of running a school district, including classroom supplies, program costs, teacher and staff salaries, utilities, and routine maintenance.
The capital projects levy would help fund:
Equipment and software for programs such as career and technical education.
Classroom technology and learning tools that help prepare students for life after graduation.
By funding different needs, the two levies will create a balanced strategy to stabilize the district’s budget. They are also taxed differently, helping spread the tax impact.
